Sir Edward Grey to the British Delegates to the International Opium Conference.

(No. 17.) Gentlemen,

Foreign Office, January 13, 1912.

I HAVE received your despatch No. 7 of the 10th instant with reference to (1) the regulations to be adopted respecting exports of morphine and cocaine to countries not adhering to the proposed Opium Convention, and (2) the inclusion of powdered or granulated opium under the definition of raw opium.

A copy of your despatch was at once communicated to the Board of Trade, and I enclose a copy of their reply,* in which they concur in the course suggested with regard to the first point.

As regards the remarks in second paragraph of the Board's letter on the subject of the terms of the adhesion clauses of the convention, I would point out that at the time of writing the Board were unaware of the contents of your telegram of the 11th instant, of which a copy was yesterday forwarded for their views, as also for those of the India Office and the Colonial Office.

With reference to the second point of the Board's letter, you will no doubt take whatever steps you may consider best to settle the question of powdered or granulated opium in a manner satisfactory to the Board.
